Saryu Roy wants CM to scrap foundation ceremony as pre-condition for fund release

Ranchi, May 19: Senior legislator Saryu Roy wants to end the Raghubar era practice of making the foundation laying ceremony a pre-condition to release funds to a contractor assigned work through a bidding process.

 

Roy has written a letter for the same to Chief Minister Hemant Soren sharing the problem of petty contractors who sign contracts to execute the work going below the scheduled rate.

 

This government has also adopted the process of irregularity and corrupt practices established by the previous government in the execution of tender, which is very sad, Roy said in his letter.

 

Sharing the problem with the Raghubar era rule, he said that a young contractor from Jamshedpur told him that the latter won the tender for two medium-range projects of the Water Resources Department, but even after a month, the departments are not allowing him to start the work.

 

Referring to the order of the Jharkhand government, he said, the contractor is being told that the work will start only when the local MLAs of the area lay the foundation stone for the work.

 

Roy said an unhealthy and unauthorized practice is being encouraged under the guise of government circular, which is unregulated and encourages corrupt practices.

 

He said that when he was a minister in the Raghubar government, a well-known officer of that time, as the road construction secretary and the chief secretary, had adopted this method to execute the tenders at the headquarters level and ensure that the contractors got the contracts of their choice.
