Ranchi, Aug.1: The Assembly proceedings were disrupted today on the third day of the monsoon session as the BJP MLAs stormed the well and created ruckus, raising the issue of recruitment policy.
Their uproar started as the proceedings began with a question of Congress MLA Rajesh Kacchap’s question regarding provision for supply of sand during ban period of June 10 to October 15 imposed by National Green Tribunal (NGT) and JMM Boriyo MLA Lobin Hembrom’s question on grant of mining leases without formulation of PESA Rule.
Legislators reached in the well and started shouting slogans and disturbing the proceedings despite the assembly speaker’s repeated requests to take a few questions. BJP’s Bokaro legislator Biranchi Narayan questioned how come the state government planned recruitment of 26000 teachers when the recruitment policy has not been finalized. Narayan said in case recruitment examinations are organized without a recruitment policy it will create controversy and court cases.
Hardly the house proceedings had run for half an hour, the speaker adjourned it till 12.30pm.
Before the proceeding was adjourned, Hembrom alleged in-charge minister Badal Patralekh replying to his question of misleading the house. He was of the opinion that there was no PESA Rule in the state and without PESA Rule mining leases were being granted without organizing Gram Sabha.
Responding on behalf of the government, in-charge Minister Badal Patralekh said that under Rule 13 of the Jharkhand Minor Mineral Concession Rules, 2004, there is a provision to give priority to Scheduled Tribe Cooperation Committee for approval of mining lease of minor minerals.
He said under Rule 11 (a), it is mandatory to obtain free and full consent of the Gram Sabha before granting mining lease in the scheduled area. The minister said that this rule is being followed.
On this, Hembrom said that the minister is misleading the house. Mines, he said, are being given on lease across the state without holding gram sabhas. The MLA dared the minister to produce any report of Gram Sabha in the house.
