Ranchi: Vinay Kumar Verma, the former finance advisor at Neelambar-Peetambar University, resigned from his post citing harassment by Vice-Chancellor Dinesh Singh, according to a letter he sent to the Governor’s Secretariat and the Principal Secretary of the Higher Education Department, in which he also alleged that the VC had used abusive language against him.
Advisor Cites Contrast Between Two VCs He Served Under
In his letter, Verma stated that he served at the university from December 10, 2024 to September 16, 2025, working under two different vice-chancellors during this period. He described his experience working with Divisional Commissioner-cum-VC Bal Kishun Munda as a positive one, but said he resigned from the post of finance advisor after being unable to cope with what he called the “dictatorial and corrupt” working style of VC Dinesh Singh, though he cited personal reasons in his formal resignation letter.
Letter Alleges Financial Files Bypassed and Tenders Manipulated
According to the letter sent to the Governor’s Secretariat and the Higher Education Department, Dinesh Singh stopped routing financial files through the finance branch as soon as he took charge as VC, instead getting tenders published arbitrarily by summoning the then-registrar (now CCDC) to his office and dictating the contents of files himself.
Teachers Who Raised Rule Violations Allegedly Sidelined
The letter further alleges that teachers who raised concerns about violations of university rules and statutes were transferred to remote locations as punishment, citing Dr. Ravi Shankar as a clear example — he was removed from the post of Controller of Examinations, to which he had been appointed on the Governor’s orders, after objecting to rule violations, and was subsequently transferred to a distant college. Following his removal, Dr. Ajit Seth was reportedly appointed Controller of Examinations at the VC’s own discretion, without the Governor’s approval, after which Dr. Gaurav Prasad was appointed OSD to the Controller of Examinations — a post the letter says does not officially exist.
Complaint Alleges Intimidation of Staff and Manipulated Meeting Records
The complaint also alleges that the VC used individuals including Sanjay Kumar Singh, Ved Prakash Shukla and Rajiv Mukherjee to intimidate officers and staff and to have false allegations levelled against them, including against Verma himself. The former finance advisor further wrote that the VC’s language was abusive and that he often used foul language, but that fear kept staff from speaking up, with the VC reportedly growing angry whenever violations of financial rules were flagged in files. He added that no one spoke up during meetings of the university’s statutory committees out of fear, with minutes of such meetings allegedly drafted according to the VC’s wishes and signatures obtained on them accordingly.
