New Delhi: Former IAS trainee Puja Khedkar was denied anticipatory bail by the Delhi High Court on Monday. The court highlighted her intention to deceive authorities, stating her actions were part of a larger conspiracy to gain undue benefits through forged documents, including an OBC certificate and claims of physical disability.
Court Observations
Justice Chandra Dhari Singh, who presided over the case, remarked that the charges against Ms. Khedkar, including forgery and cheating, represent a “classic example of fraud.” The court stated that her actions were driven by a motive to dupe the Union Public Service Commission (UPSC) and exploit schemes meant for disadvantaged groups.
The bench further noted that the investigation suggested Ms. Khedkar was “unfit for appointment” and hinted at the involvement of her family members and potential collusion with government officials to secure fraudulent certificates.
Key Allegations
•Forgery of OBC Certificate: Ms. Khedkar availed benefits meant for OBC candidates, despite her family possessing assets worth ₹40 crore, making her ineligible for the non-creamy layer tag.
•False Disability Claims: She presented a certificate citing an “old ACL tear” but did not undergo the mandatory health check-up to verify her disability status.
•Name Alteration: Allegations of altering her name to mislead authorities were also raised, though she argued the changes were minor and inconsequential.
Arguments and Counterarguments
•Ms. Khedkar’s Defense: She claimed the UPSC verified her identity through biometric data and found no discrepancies. She also alleged that she was being targeted for filing a sexual harassment complaint against a senior officer.
•Delhi Police and UPSC: Both opposed her bail, citing the need for custodial interrogation to uncover the extent of the alleged conspiracy. They argued that her actions constituted fraud against the public and warranted thorough investigation.
Case Background
Ms. Khedkar’s troubles began in June, when Pune Collector Suhas Diwase flagged her improper demands for perks, including a car, staff, and office, during her probation. Subsequently, she was transferred to Washim, and her selection for the IAS was scrutinized.
In September, the union government dismissed her from service, and the UPSC cancelled her selection, citing fraudulent actions.
Next Steps
With her anticipatory bail denied, Ms. Khedkar may face arrest as the court withdrew temporary protection granted earlier. The police investigation will now focus on unearthing the broader conspiracy and identifying all individuals involved in the alleged crime.
