Ranchi: The Jharkhand government has approved Rs 10.36 crore for the monitoring and management of health schemes under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and the 15th Finance Commission, as part of its push to make healthcare services more effective and transparent through technology.
NICSI Appointed as Consulting Agency
The Health Department has appointed National Informatics Centre Services Incorporated (NICSI), New Delhi, as the consulting agency for technical support and implementation of the schemes. NICSI will provide technical, administrative, and management assistance to the Project Management Units (PMU) formed at the state and district levels.
Monthly Progress Reports Mandatory
The government has issued strict monitoring guidelines alongside the approval. The appointed agency will be required to submit a work progress report to the Health Department by the 10th of every month. Payments to NICSI will be made directly into its bank account via RTGS or NEFT.
Payment Linked to Utilisation Certificates
An order issued by Additional Chief Secretary Ajay Kumar Singh states that funds will be released only after utilisation certificates from previous years related to the concerned schemes are submitted. The department has also made clear that no additional financial liability beyond the approved budget will be entertained under any circumstances.
Stronger Health Infrastructure the Goal
The government believes that improved monitoring and technical support will strengthen Jharkhand’s healthcare infrastructure, enabling the expansion of modern facilities in hospitals and health institutions and ultimately ensuring better quality healthcare services for the general public.
