Ranchi, Aug.3: The Jharkhand assembly today cleared four bills within an hour in the post lunch session on the fourth day of the ongoing Monsoon session.
The bills which were cleared include Arogyam International University Bill-2023, CV Raman Global University Bill-2023, and Jharkhand Advocates Welfare Fund (Amendment) Bill 2023 and the bill which was held is Jharkhand Factory (Amendment) Bill-2023.
Though the Ajsu legislator Lambodar Mahto pointed out loopholes and suggested sending all the bills to the select committee for their proper study but it was not accepted. The BJP legislators had boycotted the house after the first bill was introduced.
According to Mahto’s submission in the House, the university bills were nothing but a means to earn money by distributing degrees. He was of the opinion that it was wrong to pass the university bill till the presentation of a report by an assembly committee to study the performance of private universities running in the state. In the university related bills passed, the governor has been given visitor status. Mahto objected to it saying this is disrespectful for the governor who has the status of chancellor in universities. Minister Thakur, rejecting the suggestion, said everything was considered before introducing the bills.
Regarding the factory bill, Mahto’s objection was with its provision for giving night duty to women. According to him, this provision is not in favour of women’s security. However, concerned minister Satyanand Bhokta said it was an attempt to give equal opportunity to work in all the three shifts to women.
Regarding the Jharkhand Advocates Welfare Fund Amendment Bill 2023, which provides Rs 30 for advocate’s welfare fund instead of Rs 15, Mahto’s objection was taking the burden of Rs 15 extra on poor people. CPI(ML) MLA Vinod Singh supported him.
