Ranchi, April 17: The State cabinet today paved path for government jobs to Soni Kumari and around 2000 others like her whose appointment had got trapped in legal intricacies after the Jharkhand High Court in September 2019 stayed the appointment of teachers terming the way of appointment adopted in 2016 unconstitutional and later the Supreme Court in August also upholding the same decision.

This became possible after the cabinet approved relaxation in the 2016-recruitment rules in the wake of a Supreme Court order on December 15, 2022 directing Chief Secretary Sukhdev Singh, to prepare a merit list including those who have been already selected on the basis of old rule and those who have become the original petitioners in this matter after the public notice of the high court in the matter.

“Contempt case no.-612/2022 Soni Kumari vs. K. Ravi Kumar and others and in attached cases, in the light of the judgment passed by Hon’ble Supreme Court on 15.12.2022, Jharkhand Staff Selection Commission’s advertisement no.-01/2017 and 02/2017 In this context, approval was granted for the relaxation of clause 4 (b) of Personnel Departmental Resolution No. 0-229, dated 19.01.2022,” the cabinet co-ordination secretary Vandana Dadel said while briefing the decision taken in the cabinet meeting. Clause 4(b) was 100 percent reservation to locals in 11 scheduled and 13 non-scheduled areas.

Apart from this, as many as 19 other proposals were approved. Some of the important among those included permission to work for an additional year as advanced graduate apprentice and advanced technician apprentice to those who have completed one year training period after their engineering and diploma respectively, implementation of the central sponsored Pradhan Mantri Matysa Sampada Yojna after obtaining budget provision for top up from the state plan and the guarantee of the state government on taking a loan of Rs 776.00 crore from the Bank of India for the purchase of paddy from farmers at the minimum support price.

Among the other approvals include Jharkhand State Medical Council Rules, 2023, “Management, Nomination and Examination Conduct Rules, 2023 of Nursing Institutions within Jharkhand State” for all government and private nursing institutions within the state, nomination of M/S Alice Purple Advertising Pvt Limited, Mumbai as event manager and agriculture status to cultivation of lac.
