Jharkhand DGP issues order, says only authorised police officers will brief media

Ranchi: DGP Ajay Kumar Singh has issued an order related to the media policy of Jharkhand Police. It has been said that now the police officer and the station in-charge will not communicate with the media. The purpose of issuing the order has been stated to be that it is the policy of the Police Department to provide relevant information to the media at the right time, at a time when the process of investigation is not adversely hampered or the police operations are not hampered.

“The legal and fundamental rights of the victim or the accused should not be violated. This should not adversely affect national interests,” he has added.

Media cell in every district office

It has been said that only the DGP or the police spokesperson authorized by him for the police headquarters will be able to give information related to the police to the media. There will be a media cell branch in every district office, in charge of which will be the ASP or DSP at the headquarters. In the districts, related information can be given to the media by the SP or the media in-charge.

Place, time and manner of media briefing

Generally, the venue of media briefing will be the office room and the daily scheduled time will be between 4 pm to 6 pm. Information about which will be given to all media persons in due course of time.

On police-related matters such as major criminal or law and order incidents, important intrusive arrests, seizures or other achievements, the District SP himself will speak to the media.

A district SP can generally communicate with the press at the media cell branch at the incident site, police station or other office depending on the circumstances of the incident.

The SP and in-charge media cell branch will conduct interviews with the media in uniform. Within 48 hours of a crime being reported, only that much information will be shared that reveals the facts of the incident and assures that the matter is being treated seriously.

Secret or technical sources regarding any crime will not be disclosed to the media, nor will the direction or techniques of investigation be disclosed.

The identity of victims of sexual violence and children/adolescents will not be disclosed to the media.

When the accused are arrested, the media will be informed, but they will not be produced before the media.

In matters related to national security and internal security or in other types of matters, the latest status of the ongoing police operation will not be shared, but after the operation is completed, factual information about the criminals and recovered items will be given.

During the investigation, only factual information will be given to the media from time to time.

After the investigation is completed, information about the facts of the charge sheet and the results of the judicial trial can be given to the media.

At the same time, the work of media briefing will be done by a senior police officer or the police officers directed by him, who will be gazetted officers of at least the rank of Police DSP.

Authorized police spokespersons

For the police headquarters, ADG and IG rank officers will be appointed police spokesperson by the DGP.

For the police headquarters, the DGP or the police spokesperson authorized by him will be able to give information related to the police to the media.

There will be a media cell branch in each district office, in charge of which will be the ASP or DSP at the headquarters.

In the districts, related information can be given to the media by the SP or in-charge media cell branch.

The material provided to the media by various police units, CID, JAP, Rail, Special Branch, SCRB, ACB, ATS will be made available to the police spokesperson. The police spokesperson will release these materials to the media through press release or press conference.

Regional district level officers and commanders of various units of police will be able to share information related to the achievements of their jurisdiction with the media.

In all police policy matters, only the DGP or the police spokesperson on his instructions will hold media briefing.
