Ranchi, Jan 13: Jharkhand High Court has issued an order for lifting the ban on promotion of the government officials and employees of Jharkhand. With this the way for employees, who have been waiting for promotion for a long time now, has almost been cleared.
As soon as the government starts the process of promotion after the directions of the court, about 600 officials of Secretariat Service, 250 government doctors of Jharkhand and more than 1400 teachers of plus two schools, besides promotion of thousands of employees and officials in various government departments of the state will happen, those who are waiting for promotion.
In Jharkhand, around 600 officers of the Secretariat Service are waiting for promotion. Promotion of Secretariat personnel and Assistant Branch Officers of the 2013 batch is pending since June 2021. At the same time, the promotion of Joint Secretary, Deputy Secretary and Under Secretaries are also pending.
Vivek Anand Baski, president of the Secretariat Service Association, said that the union respects the decision of the High Court. Now it remains to be seen what action the government takes on this. If the ban on promotion is removed, then it will be much better for those office bearers who are going to retire in a month or two.
At the same time, the promotion of 1,400 plus two teachers of Jharkhand is also pending. About 2,600 teachers are working in 510 plus two schools in the state, out of which 1,200 teachers are of the 2012 batch.
Yogendra Prasad Thakur, the provincial president of Jharkhand Plus Two Teachers Association, expressed happiness over the decision of the High Court. He said that the most important thing is the promotion of those teachers who have been serving for years. Jharkhand had 105 teachers from 1989-90 at the time of unified Bihar. Most of them retired waiting for a promotion and about 30 teachers are left who should be promoted as soon as possible.
With the removal of the ban on promotion, 250 doctors of the state will benefit. Promotion from DS to CS and CS to Director and Deputy Director is pending for 3 years. State Secretary Dr Vimlesh Singh said that the direction of the High Court is in the favour of government doctors. Almost 250 doctors are waiting for a promotion and many have retired while waiting for promotion.
Significantly, the Jharkhand High Court has ordered the removal of the ban on promotion. The petition of Rashmi Lakra and others was heard in the court of Jharkhand High Court Judge Justice SN Pathak.
During the hearing, the court set aside the letter issued by the state government on 24 December 2020, saying that the state government is giving promotion to the office-bearers in some services and not in some. In such a situation, promotion cannot be given through pick and choose.
