Ranchi, Jan.14: Participants at the state-level judicial colloquium on anti-human trafficking at Judicial Academy took resolution not to allow human trafficking in Jharkhand.
The resolution was taken after the end of the colloquium after a retired IPS officer said Hamari Mahilayen Aur Bachhinyan Bikau Nahi Hai…Hum Human Trafficking nahi hone denge (our woman and girl children are not saleable. We will not allow human trafficking.)” and others supported him saying ‘haan nahi hone denge (yes we will not allow it to happen).”
Those present in the colloquium included police officials, judicial officers, NGO volunteers, para legal volunteers besides others playing their role in anti-human trafficking activities.
Earlier, during the inauguration session of the programme Jharkhand High Court judge, Justice Ananda Sen expressed his concern over the human trafficking, saying at a time when talk is on making the right to access to internet as a fundamental right there are some who do not have even basic human rights.
Justice Sen said when a trafficker takes a person from one place to another place 95 percent of the latter’s fundamental rights get affected. The person loses the right to speech, right to liberty, right to equality and others.
He stressed upon the need of coherent work of all the stakeholders, including police, judicial officers, volunteers and others to stop human trafficking.
Judicial Academy director Sudhanshu Kumar Shashi, during his welcome addresses, talked about different legal tools to put a check on human trafficking. He mentioned section 370, 375, 376 of IPC besides POCSO Act, 166A of CrPC besides others.
P M Nair, during the first technical session, shared his experience he gained working for prevention of human trafficking as an IPS officer in UP.
Associate professor of West Bengal National University of Judicial Sciences Sarfaraz Ahmed Khan praised the role of judiciary in preventing human trafficking saying that the Supreme Court passed several orders to put a check on human trafficking when there was no legislation for the same.
Ravi Kant, a Supreme Court advocate and president of Shakti Vahini Delhi explained the role of investigating agencies in dealing with human trafficking cases. He said the investigating agency should not limit its role to rescue a trafficked person but it should destroy the network involved in the human trafficking. He praised the Jharkhand police saying after it arrested a trafficker like Panna Lal and Gayatri Devi, cases of human trafficking have drastically reduced in Jharkhand.
Director of Anti Trafficking Resource Centre Pravin Patkar deliberated on the sociological impact of trafficking, steps for rescue and rehabilitation of victims and post rescue care. He shared his experience of rehabilitation of victims of sex exploitation for money and said proper attention is required to be given on rehabilitation. He said depending on the government alone for the work is not right.
