The Treaty of Friendship and Cooperation, which the two nations signed in 1949, served as the basic framework of India and Bhutan’s bilateral ties. It demanded that there be peace between the two countries and that they not meddle in one another’s internal affairs. In 2007, the Treaty was revised. Bhutan, however, agreed to let India choose its foreign policy and both countries will closely coordinate their foreign and defence policies.

When India opened a special office in Thimphu in 1968, diplomatic connections between the two countries were established.

In areas including security, border control, trade, transportation, economics, hydropower, development cooperation, and water resources, India and Bhutan have a number of institutional and diplomatic structures in place.
