Ranchi DC fails to act against former registrar Ranchi, Silli CO and CI despite Commissioner’s orders 

Case of land purchase, sale and mutation in violation of CNT Act

Ranchi, Jan 5: Ranchi DC Chhavi Ranjan seems to be saving the former registrar of Ranchi and the former CO and CI of Silli. It’s been almost seven months since the commissioner’s order, even after this, the DC has not taken action against these officials regarding the irregularities in the matters related to the violation of the CNT Act during the purchase and sale of land. The commissioner has written a letter to DC Ranjan saying that in the event of not taking action, it appears that direct and indirect efforts are being made to save the accused and suppress the matter. A report stating this will be presented to the government if no action is taken.

Several matters including registration of the land bought and sold in violation of CNT Act (Chhotanagpur Tenancy Act) in Silli area of Ranchi district, approving mutation of land purchased in violation of CNT Act, allowing mutation once in the same plot and again to another, along with others have come to the fore including allowing mutations by opening new records.

According to the information, Commissioner Nitin Madan Kulkarni got the investigation done by Additional Collector (Naxal) on the complaint letter of Manoj Kumar Mahto, Silli Village, Silli Circle, Ranchi District regarding the disturbances. The investigation revealed concrete evidence of registration of land in violation of Section 46(1) (b) (c) of the CNT Act. On the basis of the investigation report, the commissioner had directed the Ranchi DC to take action by forming a charge sheet against the then-District Registrar, the then-Circle Officer, Silli and the then-Circle Inspector, Silli.

DC Ranjan is yet to take any action even after the instructions of the Divisional Commissioner. On behalf of the Commissioner’s office, three reminders on June 17, 2021, August 4, 2021, and 22 August 22, 2021, have been sent from the Commissioner’s office for action on the officials to the Ranchi Deputy Commissioner in this regard. Even after this, DC Chhavi Ranjan has not paid any heed to the instructions of Commissioner Kulkarni.

This also shows that by not taking action on the whole matter, indirect efforts are being made in the district to save the accused and suppress the case. A call was made to the Ranchi Deputy Commissioner regarding the matter, but he did not pick up the phone.
