Ranchi, Jan.4: With the recent resurgence of Covid-19 virus attack across the country, the district administration in Jharkhand capital where the number of corona positivity is maximum, has constituted cells under the leadership of Indian Administrative Service (IAS) and Jharkhand Administrative Service (JAS) officers and defined their specific roles in order to curb the menace of disease.
The cells include integrated disease surveillance programme (IDSP) cell under the leadership of district land acquisition officer Anjana Das, containment cell, tracing and testing cell and dead body disposal cell under the leadership of sub-divisional magistrate Deepak Kumar Dubey.
Other cells include the Call Centre Cell and the ambulance cell under the leadership of integrated tribal development agency project director, Sudhir Bara, home isolation tracking cell under the leadership of additional district magistrate (law and order) Utkarsh Gupta, vehicle management cell under the leadership of district transport officer (DTO) Praveen Kumar Prakash, discharge cell under the leadership of district welfare officer Sangita Sharan, information, education and communication (IEC) cell under the leadership of district public relation officer Prabhat Kumar.
Among the other cells include logistic and hospital cell and refilling of the cylinder cell under the leadership of deputy development commissioner Vishal Sagar, Covid officer on special duty cell under the leadership of additional district magistrate (law and order Utkarsh Gupta, vaccination and mobile vaccination cell under the leadership of additional collector Ramvrikhs Mahto.
Covid officer on special duty cell and additional district magistrate (law and order) Utkarsh Gupta confirmed the development but expressed his inability to share details when contacted for his comment at his office in the afternoon.
An insider, however, shared some details explaining the role of different cells. The IDSP cell has to obtain data of negative and positive patients from all the apps, update the data on real-time, overall data upload and management. The Containment, contact and tracing cell will take data of containment zones from the IC Cell, coordinating with the manpower cell to assemble teams for testing, coordinating with the logistic cells for equipment and protective gear, creation of a database of symptomatic and symptomatic patients and sharing the data daily to coordination cell, large scale checking of symptoms to find symptomatic persons in containment and buffer zone for testing.
The dead body disposal cell is expected to coordinate with hospitals and ICs to get the body wrapped and speedy discharge, coordinating with the families and religious bodies, coordinating and communicating with municipal bodies for timely burial and cremation, ensuring law and order situation, submitting daily report of deaths and bodies cremated and buried to the coordination cell, coordinating with identified cremation and burial sites.
The call centre will work to coordinate the date of positive patients with the IDSP cell, ensuring that calls are made to the positive patients 24 hours, 36 hours and 72 hours after they have been tested besides sharing data of those patients who have been tested positive and traced to the ambulance cell and IC Cell. The centre is also expected to call those multiple times that have been tested positive but not traced.
Home isolation tracking cell is expected to maintain a real time database of all under home isolation, allowing those for home isolation who have been cleared by IC, provide home isolation kit with prescription, providing pulse oximeter besides others. Similarly roles of other cells have been fixed.
