Ranchi, July 31: The BJP legislators today did not allow the question hour to run in the Assembly on the issue of deteriorating law and order in the State.
As the proceedings started, they reached into the well demanding discussion on the issue. They also demanded resignation of Chief Minister Hemant Soren saying his government failed to give security to women and tribals in the incident and this is the reason CPM leader Subhash Munda was shot dead in his office and cases of rape with women are increasing.
Though assembly Speaker Rabindranath Mahto attempted to bring House in order asking prospective BJP legislature party chief Jai Prakash Bhai Patel to take his party MLAs to their seats but observing his failure he adjourned the house till 12noon.
Earlier, amid ruckus in the House, Pradeep Yadav reiterated the demand from the Finance Department to clear the Rs 35,000 crore dues of the state and Centrally Sponsored Schemes from the Central Government and wanted to ask him whether any concrete action has been taken to recover this amount from the Central Government. In response to this, finance minister Rameshwar Rameshwar Oraon said that talks are going on with the Centre.
CPL (ML) legislator Vinod Kumar Singh raised the issue of poor conviction rate in cases of atrocities against women and POCSO. Presenting data in the House, he said in the year 2022, 2366 trials related to women atrocities have failed and 2662 accused were acquitted. He said conviction rate in rape and POCSO is less than 25%. Presenting the data, he raised the issue of not having a single female sub-inspector in 90% police stations of the state.
He was of the opinion that the duty of the state is not only to register FIRs but also ensure conviction, which is very poor in the state.
On which in-charge minister Alamgir Alam said that the work is being done as per the rules. MLA Singh, however, did not get convinced and made an unsuccessful attempt to know whether the state government has planned any provision of women reservation in appointment of sub-inspector to ensure their appointment in police stations to handle cases of atrocities against women.
