Jamshedpur, Dec 28: Jamshedpur East legislator Saryu Roy on Tuesday shot off a letter to Chief Minister Hemant Soren raising questions over discrepancies in the government’s transfer posting policy and anomalies in the health department.
Roy reminded the CM about a letter of 4-8-2022, jointly written by the MLAs of Bagodar, Gomia and Barkatha in which policy discrepancies were mentioned in the matter of transfer and posting in the health department.
In the letter, Roy said that he had also drawn the attention of the chief minister to a particular discrepancy in which a female doctor posted at MGM Medical College and Hospital in Jamshedpur has been transferred prematurely to Bhawnathpur in Garhwa district, while her husband was transferred to Bokaro district about two years ago and later to Pakuria in Pakur district.
Roy went on to say in the letter, ” You (read CM) are well aware that at the time of transfer-posting, this policy provision is taken care of that husband and wife should be posted either at one place or as near as possible. Two years ago, while transferring Dr Mrityunjay from MGM Hospital, Jamshedpur first to Bokaro and then to Pakur district, it was not taken into account that his wife Dr Reena Singh is posted at MGM Hospital in Jamshedpur. This time, the health department announced a policy for transfer posting that the doctors who have been posted at the same place for 9 years or more will be transferred. But the posting period of Dr Reena Singh was completed only for 8 years in Jamshedpur at that time, but she was transferred and sent to Bhawnathpur in Garhwa district. On the other hand, there are many doctors who are posted at the same place for more than 9 years, but they were not transferred. What could be the reason for such policy discrepancy in transfer posting.”
Roy further expressed concern over the functioning of the health department in his letter and said that it seems that the department is not a part of the state government.
“The provisions of the executive guidelines have no effect on this. It has gone out of control. This department of the government is behaving arbitrarily keeping the rules and regulations at stake. Not only has there been a violation of the policy and rules in the relevant subject, but even the instructions of the chief secretary have also been ineffective. As per the instructions of the departmental minister, keeping the concerned file in the department, not allowing the file to reach the chief minister, and ignoring the relevant instructions of the chief secretary have emerged in the health department, which is totally contrary to the accepted principle of parliamentary procedures. Due to this, the credibility of the government, especially the chief minister, is being questioned, ” pointed out Roy in his letter.
