Ranchi, Nov.1: Governor cum Chancellor of all state universities Ramesh Bais while presiding over a high-level review of academic and administrative work of universities at Raj Bhawan today expressed his concern over vacant posts of universities saying it is amazing for him to think about the functioning of the universities with limited teaching and non-teaching staff.
“I am committed to higher education and want Jharkhand to progress in the field of education but when I do review meetings I not only feel pained but get amazed seeing the vacancies in the educational institutes and thinking how the university is running with limited teachers and employees,” he said.
He asked vice-chancellors to send requisition on time mentioning that he has noted that a proposal for appointment or nomination comes before him with some suggestions of some names only after the retirement of an employee in the eleventh hour and this makes him unable to think about a better alternative.
“Sometimes I feel that delay is done deliberately. Please do not do that in the future,” he said.
He asked universities to work in a time-bound manner and implement the directions given in the meeting. He asked them not to maintain any laziness. He said roaster clearance is an important problem and higher and technical education departments should take up the matter seriously. He asked not to send half-baked information and work with commitment.
Those present in the meeting included JPSC chairman Amitabh Choudhary, additional chief secretary of higher and technical education department KK.Khandelwal, additional chief secretary to governor Shailesh Kumar Singh, principal secretary planning and finance Ajay Kumar Singh, secretary of personnel and administrative reform department Vandana Dadel, building department secretary Sunil Kumar besides director of higher education department and vice-chancellors and in-charge vice-chancellors besides other officials.
He asked the universities to always pay attention to the interests of students and never keep any work pending. Apart from this, he also directed to provide WiFI facilities in educational institutions and asked to keep the audit work up to date.
Other directions given by him include paying attention to encroachment in the premises of educational institutions and removal of encroachment without delay from educational institutions. He also asked for the establishment of good libraries and the creation of a good academic atmosphere.
He asked Birsa Agriculture University to ensure its utility for farmers in the state. It should make an effort to provide better seed to farmers and promote research on subjects like grafting and others.
JPSC chairman Choudhary on the occasion said the recruitment process starts with receipt of the requisition. He said in many subjects appointments could not be possible due to a lack of subject experts.
He said it is a matter of concern that there are no principals in 48 colleges. He said JPSC had got only requisition for appointment of 17 principals in accordance with statutes and all universities have not sent requisitions according to statutes.
The building construction department presented a progress report of the work of building construction done by Jharkhand State Building Construction Corporation Limited.
Raksha Shakti University’s vice-chancellor demanded a campus for the university in the state.
