Ranchi: Vinoba Bhave University (VBU) has submitted a detailed report to the Governor highlighting multiple financial and procedural irregularities allegedly committed by its former acting Vice Chancellor, Dinesh Kumar Singh. The report includes concerns over unauthorized tenders and efforts to push a ₹2 crore guest house renovation without due approvals.
Unauthorized tendering and blacklisting attempts raised concerns
The university alleged that Singh, during his tenure as acting VC, bypassed financial protocols by instructing officials to blacklist a manpower supply agency without necessary approvals. He reportedly issued this directive even after being informed by the registrar that such action required the consent of the Finance Committee and the Governor. The report notes that Singh used an unnumbered file to issue the blacklisting order, which was ultimately not enforced due to lack of authorization. Furthermore, Singh allegedly ordered the publication of a new tender for manpower services via the GeM portal without financial clearance, prompting the new Vice Chancellor to cancel the tender on grounds of irregularity.
₹2 crore renovation plan also questioned
In another instance, the report claims that Singh initiated a proposal to renovate and furnish the university guest house with a budget nearing ₹2 crore. However, when the Finance Advisor demanded the old file related to the guest house, Singh reportedly failed to submit the required documents. Consequently, the financial clearance for the new proposal was never obtained. Later, a separate proposal worth over ₹45 lakh under “beautification” was tabled in the Finance Committee meeting, which also faced strong objections from the Finance Advisor, who recorded a formal dissent in the proceedings.
