Probe Ordered Against Acting VC of Ranchi University for Misuse of Power and Financial Irregularities

Ranchi: Jharkhand Governor Santosh Kumar Gangwar has ordered an official investigation against Ranchi University’s acting Vice Chancellor Dinesh Kumar Singh over allegations of overstepping authority and financial misconduct. Singh is accused of unilaterally appointing a principal in an affiliated college—beyond his jurisdiction—and misusing funds during his tenure.

Overstepping Authority in Appointments

Singh, who is the regular Vice Chancellor of Nilamber-Pitamber University and holds additional charges of Vinoba Bhave University and Ranchi University, allegedly bypassed protocol to appoint a principal of an affiliated college. Complaints to the Governor claim Singh first intervened by rejecting the Governing Body’s proposed names—one for lacking qualifications and another due to alleged criminal records. He then allegedly dissolved the college’s Governing Body and appointed a principal of his choice, an action outside his legal authority.

Serious Financial Irregularities and Abuse of Office

The Governor received multiple complaints accusing Singh of authorizing expensive furnishing work worth crores at his official residence in Nilamber-Pitamber University. Further, during his role at Ranchi University, Singh allegedly pressured a principal in Khunti to award a ₹5 crore furniture contract to a favored individual. It is also alleged that Singh flaunted his political connections and claimed he would block others from being appointed as VC.

Controversies at Vinoba Bhave University as Well

While acting as VC of Vinoba Bhave University, Singh reportedly pressured the registrar to blacklist a manpower supply agency without proper authorization. He also allegedly floated tenders that were later cancelled by the regular VC. Additionally, Singh is accused of pushing a ₹2 crore guest house renovation through an unnumbered file. When the finance advisor asked for prior documentation, the proposal was shelved—only to be later reintroduced under a separate ₹50 lakh file, which was again rejected.
