Ranchi: On the final day of Jharkhand Assembly’s monsoon session, members raised 34 private resolutions covering issues from settlement surveys to colleges, roads, and the long-pending displacement commission. Responding, ministers assured action, with Minister Deepak Birua confirming that the process to form the commission has been completed and only cabinet approval remains.
Displacement Commission Process Completed
MLA Jayram Mahato questioned the timeline for forming the Displacement and Rehabilitation Commission, stressing that displaced people have been waiting for justice for 70 years. Minister Deepak Birua said rules and regulations for the commission are already framed and legal consultation is complete. “Cabinet approval will be taken soon, and the commission will be formed before the winter session,” he assured.
Demands For New Degree Colleges
Several MLAs including Nirmal Mahato (Kasmar), Dashrath Gagrai (Kuchai), and Uday Shankar Singh (Sarath) demanded new degree colleges in their constituencies. Higher Education Minister Sudivya Kumar replied that currently, the provision allows degree colleges only at assembly level, but if rules change in the future, block-level colleges will also be prioritized.
Concerns Over Dhanbad Roads
BJP MLA Raj Sinha highlighted the poor condition of roads in Dhanbad. Minister Sudivya Kumar clarified that work is stuck between ACB and the municipal corporation, but the government will soon obtain the necessary NOC and restart the project.
Other Key Issues Raised

MLA Rajesh Kachhap demanded restoration of tribal lands acquired under CNT Act and the formation of a displacement commission for HEC and BIT areas in Ranchi. Minister Birua said the commission would address these concerns.

MLA Umakant Rajak called for a fresh survey settlement across the state due to errors in past records. Minister Birua said over 2,000 cases were resolved in 2024, with more courts to speed up disposal.

MLA Mathura Mahato demanded reopening of a long-shut tribal residential school in Tundi; Minister Chandra Linda announced plans for a new school from Class 1 to 12. MLA Sameer Kumar sought a sports academy in East Singhbhum, and Minister Sudivya Sonu confirmed a residential sports center in Bahragora.

Minister Yogendra Prasad also raised the issue of the central government withholding funds for the Nal Jal Yojana, saying ₹6,500 crore worth of work remains unpaid.
