The United Nations Security Council (UNSC) had declared Makki a global terrorist under its 1267 ISIL (Da’esh) and Al-Qaida Sanctions Committee. The sanctions had frozen his assets, banned his travel, and imposed an arms embargo. According to the UN’s website, Makki was a prominent leader in both Lashkar-e-Taiba and its affiliate, Jamaat-ud-Dawa (JuD).
Makki had long been associated with planning and funding several major terror operations in India. His involvement, along with Hafiz Saeed, was considered pivotal in executing multiple attacks against Indian interests.
