Ranchi: The Jharkhand government has presented a ₹1,58,560 crore budget for the financial year 2026-27, marking an increase of nearly 9 percent over the previous year. Finance Minister Radhakrishna Kishore highlighted the government’s focus on accelerating growth, strengthening infrastructure, and prioritising social sectors such as education, health, agriculture, and tourism.

Budget Size and Fiscal Roadmap

The total budget outlay stands at ₹1,58,560 crore, with revenue expenditure estimated at ₹1,20,851.90 crore (up 9.2 percent) and capital expenditure at ₹37,708.10 crore (up 8.5 percent). The fiscal deficit is projected at ₹13,595.96 crore, equivalent to 2.18 percent of GSDP. The state’s GSDP for 2024-25 is estimated at around ₹5.16 lakh crore, and the government aims to double it over the next five years by targeting a 14 percent growth rate at current prices.

Revenue Sources and Financial Commission Implementation

The state expects ₹46,000 crore from tax revenue, ₹20,700 crore from non-tax revenue, ₹18,273.66 crore as central assistance, and ₹51,236.38 crore as its share in central taxes. Public borrowing is projected at ₹22,049.96 crore, along with ₹300 crore from loan recoveries. Accepting the recommendations of the Fifth State Finance Commission, the government has decided to allocate 4 percent of net own-tax revenue to local bodies. A grant of ₹1,172.66 crore has been earmarked for 2024-25 and 2025-26.

Agriculture and Rural Economy Initiatives

Under the Mahila Kisan Khushhali Yojana, ₹25 crore has been allocated to connect women farmers with integrated farming, modern technology, and marketing platforms. A budget of ₹19.88 crore has been proposed for the expansion of cash crops such as sugarcane and jute. Additionally, ₹162.20 crore has been set aside to build cooperative marketing complexes with cold storage and solar panels in every विधानसभा constituency.

Education and Skill Development Focus

The government plans to upgrade 17 government and six newly established polytechnic institutions into Jharkhand Institute of Technology (JhIT) under the J-PRAGATI Scheme. A new Dr. B.R. Ambedkar University will be established in Chatra. Artificial Intelligence training will be introduced in six selected ITIs to strengthen skill development.

Major Healthcare Expansion Plans

All five government medical colleges will be equipped with PET-CT scan machines. Mammography units will be installed in 24 district hospitals, and cath labs will be set up in all medical colleges. The government has also set a target to open 750 ‘Abua Dawakhana’ centres to expand primary healthcare access.

Infrastructure and Rural Connectivity

Under the Mukhyamantri Gram Sadak Yojana, ₹1,000 crore will be spent in 2026-27 for new road construction. The Mukhyamantri Gram Setu Yojana will allocate ₹730 crore for bridge construction to improve rural connectivity.

Industrial Investment and Employment Generation

Investment proposals worth ₹1.24 lakh crore have been received through the World Economic Forum platform, with the potential to create around 45,000 jobs. The government has also set a target of attracting ₹20,000 crore in new investments under various industrial policies, expected to generate 15,000 additional jobs.

Tourism Development Plans

Major tourism projects include the construction of glass bridges and ropeways at Dassam and Jonha waterfalls, and a ropeway at Hundru waterfall. Eco-tourism projects are planned at Rajrappa, Patratu, Netarhat, Punasi Dam, Malay Dam, Koleshwari Hill, and Perwaghagh waterfall.

Law and Order and Social Budgeting

To prevent mobile usage inside prisons, 5G cell phone jammers and detectors will be installed. The Child Budget, covering 138 schemes, stands at ₹10,793.16 crore, accounting for 10.7 percent of the total plan size. The Gender Budget includes ₹34,211.27 crore across 232 schemes under 17 departments.

Overall, the 2026-27 budget outlines a comprehensive growth strategy with agriculture, industry, education, healthcare, tourism, and social welfare identified as key drivers of Jharkhand’s economic expansion.
