Ranchi, Oct 28: The Jharkhand government has requested the Centre to provide special assistance in combating cyber crime besides inclusion of five districts under ‘Special Centre Assistance.’
Jharkhand finance minister Dr. Rameshwar Oraon raised this issue during two-day state home ministers’ meet called chintan shivir held at Haryana’s Surajkund. The meeting was chaired by Union Home Minister Amit Shah.
In his speech, the Jharkhand minister raised 10 different issues of Jharkhand. He expressed concerns over the rising graph of cybercrime and requested the Centre to give special central assistance for the purchase of equipment, building infrastructure and mass awareness programme. However, in the last couple of years, Jharkhand took several steps to stop cyber crime and cyber police stations were set up in every district.
In his speech Dr. Rameshwar Oraon demanded the Centre to once again include Bokaro, Garhwa, Hazaribag, Palamu, Ranchi and Simdega under Special Centre Assistance Scheme.
He further requested the Centre to waive off the deployment bill of the security forces. He advised the Centre to amend the rule related to recruitment of retired army personnel as Special Police Officer (SOP) for the purpose of anti-naxal operation. He contended that it is very difficult to hide the identity of the army personnel and they are not willing to work as SOP. Hence, local youths should be hired as SPO and the rule should be changed accordingly.
The minister informed that the state police have effectively tackled the menace of left wing extremism in Jharkhand and rebels are on the back foot. But the state still requires additional posting of CRPF officials and deployment of security forces. He pointed out that at least one battalion of the CRPF may be required to set up security camps and forward posts in Kolhan, Budha Pahad area and the tri junction of Saraikela-Khunti-Ranchi and Chaibasa.
He said that in the last two years, the security forces set up as many as 45 camps in tough terrains which are worse affected by left wing extremism. All these camps have been connected with Integrated Development Centre for the purpose of local area development and the programme was launched on October 12.
He also recommended that a Special Operation Medal should be instituted to decorate police and security personnel for their bravery during the anti-naxal operation. It will encourage security forces to work with more vigor. He said that recently an anti-naxal operation named Operation Double Bull was successfully conducted in the naxal affected areas.
Talking on the issue of women safety, he said that the Jharkhand government had demanded Rs 61.30 Crore from the centre out of the Nirbhaya fund. But the same has not been sanctioned so far. As a new airport has been set up in Deoghar and few others are expected to come very soon, the minister demanded an Aviation Security Institute should be set up in Jharkhand since the security of the airports is the responsibility of the state government.
