Ranchi: Jharkhand Finance Minister Radhakrishna Kishore has said the state is facing a financial burden of nearly ₹47,000 crore and announced that the government will strengthen internal resources to sustain welfare schemes, including Maiyaan Samman Yojana, while also planning a Bihar-style ₹10,000 monthly support demand for women.
Rising Fiscal Pressure on the State
The Finance Minister stated that Jharkhand is currently spending ₹13,500 crore annually under the Maiyaan Samman Yojana, benefiting around 51 lakh women each year. He highlighted that GST has become a major pressure point, with the state suffering a monthly loss of ₹300–325 crore, translating to nearly ₹4,000 crore annually.
Reduced Central Share and MGNREGA Impact
Kishore pointed out that between 2019–20 and 2025–26, Jharkhand’s share in central revenues should have been ₹1,06,588 crore, but the state received only ₹68,736 crore. He also criticized the reduction in the MGNREGA funding ratio from 90:10 to 60:40, stating that this alone adds a burden of nearly ₹5,500 crore to the state, considering daily wages of ₹282.
Proposal for Enhanced Women Welfare
The Finance Minister said Jharkhand will demand a provision similar to Bihar’s women-centric scheme, proposing ₹10,000 per month for women to strengthen their economic independence and enable them to pursue employment or self-reliance.
Inputs for Abua Dishom Budget
Kishore informed that suggestions for the Abua Dishom Budget have been received from multiple departments, including agriculture, water resources, forests, rural development, urban development, industries, mining, tourism, labor, transport, health, education, tribal welfare, and women and child development. The primary focus has been on strengthening the rural economy, uplifting weaker sections, administrative reforms, education transformation, rural healthcare, and increasing agricultural productivity.
Suggestions on PDS and Nutrition
He revealed that there were suggestions to include pulses and eggs along with grains under the Public Distribution System. However, limited egg production within Jharkhand remains a challenge, and the government is evaluating feasible options to ensure a practical and effective budget.
Mining, CSR and Revenue Recovery
The Finance Minister noted that mining companies have utilized nearly 80,000 hectares of land in Jharkhand but have failed to deliver adequate work under Corporate Social Responsibility norms. The Revenue Secretary has been directed to assess the total benefits extracted by mining companies so that the state can formally claim its dues.
