Ranchi, Nov. 23: Governor cum Chancellor of Jharkhand state universities Ramesh Bais has sought an explanation from former acting Vice Chancellor of Ranchi University Dr Kamini Kumar for the irregularities done during her tenure in the said university.
The development took place after present Vice Chancellor of the university Dr Ajit Kumar Sinha drew attention of the chancellor to various irregularities after Dr Kumar was transferred from the university to Kolhan University, Chaibasa.
The list of irregularities pointed out suggests that while holding the posting of acting vice chancellor Dr Kumar regularized the service of as many as 36 class III and IV employees on December 18, 2021 though acting vice chancellor did not have this power. Apart from this, it is also not clear on which basis the work was done.
Other irregularities pointed out by the vice chancellor suggest that on 06.04.2022 an order was given by the Chancellor’s office for the recovery of housing allowance paid illegally from the Principal, Ranchi Mahila Mahavidyalaya but the same was not complied by the acting vice chancellor Dr Kumar.
Another irregularity is related to finance. In connection with the financial irregularity of Rs 109 crore in Ranchi University, the higher education director along with the inquiry report had informed the governor’s secretariat on June 28 last year. On 02.06.2022, the governor secretariat directed the acting vice chancellor to prepare a charge sheet against the then Vice Chancellor, Financial Advisor, Finance Officer and Registrar but the above-mentioned file is not available in the Vice-Chancellor’s office.
It is clear from the note-sheet of the University’s file that the entire matter was in the full knowledge of the Vice-Chancellor, but no action was taken, while Dr. Kamini Kumar was in charge of the Vice-Chancellor.
Another irregularity is related to the proposal of regularization of Dr. Gauri Jilani’s service as the chairperson of Pro Vice-Chancellor-cum-Screening Committee. In this regard two completely contradictory facts were sent in two months, due to which a situation of dilemma arose in decision making. In this regard also, instructions were given to clarify the situation.
The list of irregularities suggests that after the notification of the appointment of the new Vice-Chancellor was issued on 20.06.2022, an MoU was signed by Dr. Kumar as the then Acting Vice-Chancellor with Vigyan Prasar Sansthan. Generally, this work is done by the Registrar on behalf of the University, which was done automatically by Dr. Kamini Kumar as the Vice-Chancellor in this regard.
The governor has given her 15 days’ time to reply. The Governor-cum-Chancellor directed the Vice-Chancellor of Ranchi University to seriously review the facts related to other irregularities and file an FIR without delay against the guilty officials in case of loss of Rs 109 crore file.
