Ranchi, Nov 30: The Higher and Technical Education Department has sent two proposals to the cabinet for approval in the cabinet meeting to be held on December 1.
One of which is regarding the teaching and non-teaching staff members of state universities and colleges to get the benefits of the seventh pay scale, while another proposal sent to the cabinet approves that teachers in state colleges and universities will be eligible for promotion after 12 years of service.
Notably, the promotion of teachers of universities and colleges will be through the implementation of UGC Regulation-2010. The proposal for the prepared statute regarding this has been sent to the cabinet.
Similarly, after the approval from the Finance Department, the Higher and Technical Education Department sent the proposal for the seventh pay scale to the cabinet. The benefit of the seventh pay scale has been available since January 1, 2016, while the actual benefit will be available from the date of issue of the notification regarding the same.
When explaining this, the Finance Officer of a university on the condition of not being named said, “Everyone is paid differently as per the fixation made by the Human Resource Department (HRD). The HRD decides after the recommendation of the pay fixation committee from the colleges and universities is sent. At present, all new employees are paid as per the seventh pay scale, however, several others have been paid as per the pay fixation decided by HRD prior to this.”
They further added, “After the approval from the cabinet, the university will send the information to HRD. After approval from HRD, the seventh pay scale will be fixed for everyone at the university level.”
Notably, the employees of Ranchi University, Vinoba Bhave University, Dr Shyama Prasad Mukherjee University, Nilamber-Pitamber University, Kolhan University, Sido-Kanhu Murmu University, Vinod Bihari Mahto Koyalanchal University along with all the employees of the other universities in the state will get the benefit of the seventh pay scale. The total number of such personnel is about seven thousand.
Along with this, 1200 retired staff members will also get the benefit. As per sources, while payment of the remaining amount since 2016 as per the seventh pay scale, the employees will not get allowances like the HRA. Meanwhile, every employee will be paid 2.57 times their basic and DA. This means, if calculated on the basis of the sixth pay scale, every employee will receive a hike of 20-25 percent.
As far as promotions are concerned, the time-bound promotion scheme was applicable in Jharkhand till September 22, 1995, the cut-off date for which was September 23, 1995. After this, between 1995 and July 27, 1998, no promotion statute was constituted. As a result of this, the teachers appointed in 1981-82 could not get promoted. Many of them have since retired.
Later, the state government implemented the Career Advancement Scheme in July 2008 with effect from 27 July 1998, however, abolished it on December 31, 2008. After this, no other statute was constituted, because of which none of the teachers were getting promotions.
