Ranchi: During the discussion on budget cut motions in the Jharkhand Assembly, MLA Rajesh Kachhap strongly criticised the Agniveer scheme, stating that it is weakening the morale of soldiers. While supporting the state government, he targeted the opposition and raised key concerns related to farmers, soldiers, and rural development.
Concerns Over Agniveer and Farmer Security
Invoking the slogan “Jai Jawan, Jai Kisan,” Kachhap said that while farmers toil tirelessly in the fields, the Agniveer scheme is adversely affecting the morale of armed forces personnel. He expressed concern that families of martyrs do not always receive adequate compensation and support. He also warned against the possibility of farmers being pressured by international markets and large industrial houses to cultivate crops under imposed conditions.
Kachhap welcomed the nearly ₹5,000 crore agriculture budget, calling it a relief for farmers. He highlighted Jharkhand’s favourable soil and climate conditions, which support crops such as mahua, lac, medicinal herbs, mangoes, guavas, paddy, wheat, maize, and vegetables. He also noted the state’s progress in fish production and the potential for future exports.
Livestock, Dairy and Rural Economy
Speaking on animal husbandry and dairy development, he suggested commercialising sheep, goat, and poultry farming on a larger scale to increase farmer incomes. He cited the establishment of a 5,000-litre capacity dairy unit in Seraikela and a 20-ton-per-day milk powder plant in Ranchi as positive steps taken by the government.
On the issue of cow smuggling, Kachhap accused certain groups of creating fear among farmers and traders in the name of cow protection, claiming that even purchasing a pair of oxen has become difficult due to apprehensions. He alleged that large meat exporters are engaging in politics over the issue.
Women Empowerment and Development Suggestions
Kachhap appreciated efforts to connect women with agriculture through JSLPS and self-help groups. He reiterated support for implementing the 1932 land record framework and said the government would ensure better wage benefits for workers.
Concluding his speech, he suggested deepening and beautifying existing ponds in plateau regions instead of digging new ones. He also praised initiatives promoting floriculture, beekeeping, high-tech parks, and lac cultivation as pathways to rural prosperity.
