Chandigarh: Haryana Inspector General of Police Y Puran Kumar, a 2001-batch IPS officer, died by suicide at his home in Chandigarh on Tuesday. His eight-page suicide note has revealed explosive allegations of systematic caste-based discrimination, targeted mental harassment, and public humiliation by senior officers, pushing him to the brink. His wife, IAS officer Amneet P Kumar, has filed a police complaint accusing ten senior and retired officers of abetment to suicide.
Allegations Against Senior Officers
The suicide note accuses Haryana Director General of Police Shatrujeet Singh Kapur, Rohtak police chief Narendra Bijarnia, and several other top officials of sustained caste-based persecution. Kumar wrote that the discrimination began in 2020 after a temple visit in Ambala and continued over years through denial of leave, official accommodations, vehicle allotments, and anonymous complaints aimed at maligning him. He cited specific instances, such as being denied earned leave to visit his dying father, which he described as “irreparable loss” and a source of deep pain.
Wife’s Complaint Calls It Systematic Persecution
Amneet, currently posted with Haryana’s Department of Foreign Cooperation and who was in Japan during the incident, called her husband’s death “not an ordinary suicide” but a result of systematic persecution of a Scheduled Caste officer by powerful figures. She stated, “Justice should not merely be done, but seen to be done — even for families like ours, shattered by the cruelty of the powerful. My husband’s decades of public service deserve dignity, not silence.”
Suicide Note Details Years Of Harassment
Kumar’s note detailed how harassment intensified under successive top cops, including DGP Shatrujeet Kapur and senior IPS officers Amitabh Dhillon and Sanjay Kumar. He mentioned the withdrawal of his attached police officer and warnings that senior officials were “geared up to harm” him and his family. Kumar said repeated complaints and representations seeking fair treatment were ignored, leaving him no option but to take the “final decision to end it all.” His daughter found him in the basement of their house, where he allegedly used his service revolver.
