Ranchi: The budget session of the Jharkhand Assembly witnessed Speaker Rabindra Nath Mahato in an assertive mode on its tenth day during the second session. The incident unfolded when MLA Kalpana Soren was addressing the House on education, and BJP MLA Neera Yadav sought permission to intervene. In response, Speaker Mahato firmly stated, “This is not a conversation, just listen.”
Speaker’s Directives to New MLAs
Taking the opportunity, the Speaker advised newly elected MLAs on assembly decorum. He emphasized that reading out pre-written speeches or statements is not a tradition in the House, although members can use notes for support. This statement was directed particularly towards first-time legislators who were seen relying heavily on written speeches.
Debate on Minister’s Speech
During the session, as Education Minister Ramdas Soren was delivering his address, BJP MLA Naveen Jaiswal questioned whether a minister is allowed to read out a speech. Reacting to this, MLA Pradeep Yadav remarked that “Reciting poetry or singing songs is also not a tradition in the Assembly.”
