Ranchi, Jan.23: After collecting more than Rs 400 crore from various private builders, Ranchi Smart City Corporation Limited (RSCCL) is now delaying work of registration of land in Smart City.
Sources close to the builders who have invested money to get precious land for their residential and mixed-use plots shared the information with lagatar24.com.
“All the money the businessmen invested for the project was white. Some took loans from banks while some took loans from their businessmen friends. Now more than six months have passed after full and final payment, the registry work has not been done,” a person close to the builder said, requesting anonymity.
“The builders are worried more as they were compelled to complete full and final payment after they requested to extend the deadline (June 6, 2022) for full and final payment pointing out delay in basic infrastructure development. By basic infrastructure they meant road, water and power connectivity to the allotted plot,” the person added.
Chairman cum managing director (CMD) of the RSCCL cum urban development and housing secretary Vinay Kumar Choubey admitted the delay citing some technical issue as reason.
“Some technical issues related to land transfer from HEC to the state government. We are in the process of getting it rectified,” Choubey said when asked why the registry is being delayed.
Another person close to another builder said the investors have taken the delay as poor commitment of RSCCL led by none other than the state urban development and housing secretary.
“The plots which have not been transferred are those containing around 6000 flats of different categories including EWS, LIG, MIG, HIG and Super HIG. At the time when the construction of a bungalow for 11 ministers is in full swing, delay in construction of flats for common people doubts the intention of RSCCL which during investors meet had assured builders that they will not have any problem and everything will be done online,” the person said.
An insider said those who got plots of residential purpose include, Malti Residency Infra Projects Pvt Ltd (5.47 acre), Manikaran Excel (5 acre), Chalice Real Estate (11.57 acre), Big Realtors JV (11 acre), Chalice Real Estate (11.57 acre), Chalice Real Estate (11.65 acre) and Big Realtor JV (7.5 acre). Those who got plots for mix-use include Chalice Real Estate (2.16 acre), Malti Residency Infra Projects Pvt Limited (1.9 acre) and Manikaran Excel (2.13 acre). An area of 58 acres was auctioned for six residential plots and three mixed-use plots. Ranchi Smart City Corporation got Rs 410 crore as revenue from this auctioning. Apart from this, two institutional plots were also auctioned. While full and final payment of one institutional plot has been done, 40 percent of other institutional plots have been done.
The first phase of land was auctioned in June 2021. Builders paid 40 percent of the amount by June 30, 2021 while completed full and final payment by June 30, 2022.
A builder who did not want to be quoted said after seven level formalities for starting construction work is required. The seven formalities, the builder said, include airport clearance, environmental clearance, pollution clearance, registration, mutation, approval of drawing and RERA registration.
“Only God knows when our project will get completed. When the registry is getting delayed by seven months one can easily imagine the time required for fulfilment of other other legal formalities. So far I have not seen any preparation of a single window system to get all the work done,” the builder said.
