NDA Unveils 25-Point Manifesto for a ‘Developed Bihar’, Promises Jobs, Industry Boom and Better Education

Patna: The National Democratic Alliance (NDA) on Friday released its manifesto for the Bihar Assembly Elections 2025, titled “Sankalp Patra for Viksit Bihar.” The document outlines 25 major commitments focused on employment, infrastructure, industry, education, healthcare, agriculture, women’s empowerment, and social welfare, projecting the alliance’s vision for a “developed and self-reliant Bihar.”

Massive Push for Jobs and Skill Development

The NDA has promised to create 1 crore government jobs and employment opportunities through a large-scale Skill Census. The plan includes setting up Mega Skill Centres in every district to transform Bihar into a global skilling hub.

For women, the manifesto pledges financial assistance up to ₹2 lakh under the Mukhyamantri Mahila Rozgar Yojana, aiming to make *one crore women “Lakhpati Didis.” Additionally, a “Mahila Mission Crorepati” will identify and support women entrepreneurs to achieve millionaire status.

Support for Farmers and Backward Classes

The NDA has announced the launch of the Karpoori Thakur Kisan Samman Nidhi, providing ₹9,000 annually to farmers. A ₹1 lakh crore investment in agricultural infrastructure has been proposed, ensuring MSP-based procurement for paddy, wheat, pulses, and maize at the panchayat level.

Backward and extremely backward class groups engaged in traditional businesses will receive ₹10 lakh in financial aid. A high-level committee, headed by a retired Supreme Court judge, will evaluate their socio-economic conditions and recommend empowerment measures.

Industrial Revolution and New Economic Corridors

Under the “Viksit Bihar Industrial Mission,” the NDA plans ₹1 lakh crore in industrial investments and will establish 10 new industrial parks and advanced manufacturing units in every district. Bihar will be positioned as a “Global Back-End Hub” and “FinTech and Semiconductor City”, with plans for 50 lakh crore in new-age economy investments.

The manifesto includes the creation of Mithila Mega Textile & Design Park and Ang Mega Silk Park, turning Bihar into South Asia’s textile and silk hub, along with defence corridors and tech cities for eastern India’s growth.

Infrastructure and Urban Transformation

NDA promises 7 new expressways, modernization of 3,600 km of rail tracks, and expansion of Amrit Bharat Express and Namo Rapid Rail services. Four new metro networks are planned, along with the development of “New Patna”, satellite townships, and world-class airports in Patna, Darbhanga, Purnia, and Bhagalpur.

Education, Healthcare and Social Welfare

Every student from KG to PG will get free quality education, along with nutritious breakfasts and modern skill labs. A World-Class Education City and AI Centres of Excellence are proposed, backed by ₹5,000 crore investment.

On the healthcare front, the manifesto assures free treatment up to ₹5 lakh, completion of medical colleges in all districts, and new super-specialty hospitals for paediatrics and autism. Bihar Sports City and divisional Centres of Excellence for athletics and training are also planned.

Cultural and Environmental Commitments

To promote heritage and tourism, the NDA plans to develop Ramayan, Jain, Buddhist, and Ganga circuits, along with Film City and Sharada Sinha Art & Cultural University. A Flood Management Board will be established to make Bihar “flood-free” within five years, turning floodplains into productive zones under the “Flood to Fortune” initiative.
