Patna, March 15: The Bihar assembly was suspended on Tuesday just minutes after it began, following a disruption caused by the opposition, which linked Speaker Vijay Kumar Sinha’s absence to his alleged insult by Chief Minister Nitish Kumar.
The RJD, the biggest opposition party, sent legislators to the assembly wearing black badges in protest of the previous day’s standoff between Sinha and Kumar.
They were enraged even more by the presence of senior BJP leader Prem Kumar in the Chair. The MLAs started yelling and demanding that the speaker and the chief minister come to the House and explain what had happened.
“The chief minister acknowledges the importance of the Chair. He had some issues with regard to the manner in which the House was conducted. He expressed his reservations with utmost humility, with folded hands,” said Parliamentary Affairs Minister Vijay Kumar Chaudhary.
Notably on Monday, the House witnessed an unprecedented outburst from the chief minister when a few of members highlighted an issue connected to Lakhisarai, the speaker’s own assembly seat.
The speaker had been irritated by several arrests in a case of prohibition violation in Lakhisarai, and the privilege committee had suggested last week that action be taken against a couple of police officials who were rude to Sinha when he brought up the issue with them.
Kumar claimed that the administration was looking into the problem and that Sinha had made a mistake by allowing the issue to be discussed “over and again” in the House. Kumar talked for a few minutes, his voice shaking with wrath and the House stunned into silence.
