Ranchi, April 28: Transport secretary K K Soan today personally appeared in the Jharkhand High Court during the hearing of a contempt petition.
The court had given him direction to appear after it came to its knowledge that payment in accordance with the recommendations of the fifth and sixth pay commission is not being given to as many as 1524 Bihar State Road Transport Corporation (BSRTC) employees, whose services were absorbed by the Jharkhand government despite high court direction.
The court came to know regarding non-compliance with the order after the affected employees knocked on its door with a contempt petition saying that despite the high court’s direction on December 19, 2019, payment is not being done.
As Soan appeared, Additional Advocate General Sachin Kumar said the file work for payment has been started and sought two months time to comply with the high court order. As the AAG submitted the court deferred hearing in the matter for two months.
After the bifurcation of the erstwhile Bihar, two separate states, Bihar and Jharkhand, came into existence from 15.11.2000. By an order of the Government of India dated 14.01.2004, the assets and liabilities of the BSRTC were apportioned between the State of Bihar and the State of Jharkhand in the ratio of 65:35.
The BSRTC was dissolved with effect from 30.06.2004. The employees of BSRTC being allocated the cadre of Jharkhand became the employees of the State of Jharkhand with effect from 01.07.2004. The Ministry of Transport recommended that the employees may be given the benefit of the 5th and 6th Pay Commission if they have been absorbed but the matter is still pending.
