Jharkhand govt staff body opposes linking salaries with biometric attendance

Dhanbad, Jan 3: After a boycott by doctors across the state, the Jharkhand State Non-Gazetted Employees Federation (JSNGEF) has also opposed the government’s order of attaching salary payment with biometric attendance.

The JSNGEF has shot off a letter to the State health secretary demanding immediate talks with the federation’s representatives to sort out the problem of employees that have surfaced due to the attachment of salary payment with the biometric system.

Two other employees’ bodies of the state, Jharkhand Health Service Association (JHSA), the frontal organisation of state government doctors and Jharkhand State Public Health Employees Association (JSPHEA), the frontal organisation of health staff, have already opposed the system.

“The Federation is not against the implementation of biometric attendance but it opposes attaching it (biometric attendance) with salary payment as the system is full of errors,” said Ravindra Nath Thakur, state general secretary of JSNGEA in a letter to the Additional Chief Secretary Arun Kumar Singh.

The Federation general secretary has said that there is a persistent network crisis at PHC/HSC and WHC level in the biometric system due to a power crisis and server problems.

The present software of the biometric attendance system is not based on three-shift duty. In case an employee comes in on night duty at 9 pm and goes out at 9 am, both times his attendance in the biometric system is recorded as In.

“This fiasco of the biometric system could be solved by assigning attendance monitoring power to the concerned DDO. So Federation requests you (ACS health) fix a meeting with the employees’ delegation for solving the present crisis,” said Thakur.
