Ranchi: The Panchayats (Extension to Scheduled Areas) Act, commonly known as PESA law, has become a focal point of discussion among tribal communities in Jharkhand. As a legislation rooted in preserving traditional tribal governance systems, its implementation is expected to significantly empower tribal gram sabhas across the state.
A one-day workshop on the PESA Act was organized on Tuesday by the Tribal Coordination Committee of India at the Press Club in Ranchi. The event saw participation from traditional tribal leaders such as Manjhi Parganas, Padhaha Rajas, Pahans, Kotwars, and Pahinbhoras from the Santhal region. Speakers at the event emphasized the need for the immediate implementation of the PESA Act in Jharkhand.
They pointed out that the act is already enforced in eight states across India and should be implemented in Jharkhand as well. The High Court has directed the government to frame rules for the act, sparking widespread seminars, discussions, and workshops across the state. Participants resolved to increase pressure on the government, from villages to cities, to ensure the act’s timely implementation. They also stressed the need to identify and address those opposing the law.
Key Resolutions Passed:
1. Immediate implementation of PESA rules under the JHRA framework.
2. Formation of the Tribal Advisory Council (TAC) without delay.
3. Gram sabhas to pass resolutions and submit memoranda to the Governor via Block Development Officers (BDOs) and Circle Officers (COs).
4. Organizing awareness workshops at the block level.
5. Conducting district-level mass gatherings to submit memoranda to the Governor and Chief Minister through Deputy Commissioners.
Notable Participants:
Former minister Dev Kumar Dhan, Vijay Kujur, Panchanan Soren, Mahadev Munda, Phoolchand Tirkey, Balku Oraon, Kalavati Khadia, Prabhu Dayal Oraon, Mahendra Oraon, Kisto Singh Munda, Dr. Birsi Oraon, Some Oraon, and Ramesh Oraon were among the prominent attendees at the workshop.
