Uproar in House for constitutionally valid legal recruitment and local policies

Ranchi, Dec.21: Issue of recruitment policy and identifying local on the basis of 1932 Khatiyan remained a matter of major discussion inside the Jharkhand assembly on the third day of winter session.

The BJP legislators remained offensive on the state government for its failure in formulating a legally valid recruitment policy and a local policy while the ruling party MLAs defended the government by making a counter attack on the opposition on the issue alleging the latter of misleading the youths on the issue of recruitment policy and backing out from its words on the issue of identifying locals on the basis of 1932 Khatiyan.

BJP legislator Bhanu Pratap Shahi triggered the debate first bringing it into the notice of the House that police have detained thousands of students at various police stations and then attempted to seek a reply from the state government under which circumstances that happened.

As assembly Speaker Rabindranath Mahto took note of this and attempted to sort out the issue asking the minister concerned to look into the matter, Congress MLA Pradeep Yadav intervened into the matter saying that  those who played a role for scrapping the recruitment policy were outsiders and alleged the BJP of being anti-Jharkhandi. Yadav alleged the BJP of provoking the youths on the issue.

Yadav went on alleging the BJP of not honouring its words given in a meeting of the business advisory committee where it was decided that all members of the House will meet the governor for asking him to forward the twin bills, which extends reservation limit of OBC, SC and ST and identifies locals on the basis of 1932 Khatiyan.

On which senior BJP legislator Neelkanth Singh Munda marked his protest saying that the BJP has not given word to be part of the delegation. He clarified that the matter was not the subject of the business advisory committee and suggested correspondence with the party president. He alleged the ruling party of only misleading the House on the issue.

Another BJP MLA Navin Jaiswal jumped into the debate expressing his concern over Pradeep Yadav terming locals as outsiders after the high court judgement scrapping the recruitment policy.

As the business of the house was going on, another BJP legislator Amit Kumar Mandal got an opportunity to speak. He asked how come the state government approved the 1932 Khatiyan based local policy when the law department had raised objections to the policy. He cited reports of Lagatar24.com to support his question. On which Parliamentary Affairs Minister Alamgir Alam assured to look into the matter and bring files related to the matter in the house.

BJP MLA Bhanu Pratap Shahi on the matter said what was the benefit of talking on the issue with the governor when the law department had already raised an objection taking the local policy of the state government. He said the law department is part of the government, and not the BJP and the government, having taken oath in the house, should have first respected the word of its law department before going ahead into the matter.

During the discussion, Pradeep Yadav alleged the BJP of not creating job opportunities across the country and said that the Central government has closed many PSUs and now started a policy on the issue of unemployment. “Sattar Chuhe Kha Kar Billi Haj Ko Chali,” he commented.
