Ranchi, May 27: The Jharkhand Medical and Health Infrastructure Development and Procurement Corporation Limited (JMHIDPCL) was established in 2013 by the Government of Jharkhand to strengthen the medical and health infrastructure. It was formed under the aegis of the Health, Medical Education and Family Welfare Department under the Government of Jharkhand. The work was done to strengthen the infrastructure facilities in the health department and to make purchases as per the requirement.

Sources have claimed that the corporation is handled by the MD of the institute. Notably, since its inception, IASs have been MDs of JMHIDPCL. However, as per the latest information, everything is not well at JMHIDPCL. The corporation has already changed four MDs in the last three months.

This was also done during the budget session of the Legislative Assembly. Normally, no changes are made regarding important posts during the budget session.

As per sources, four IAS officers were made MDs in JMHIDPCL from February 25, 2022, to May 13, 2022, i.e. in a total of 48 days. Meanwhile, the post of MD also remained vacant for around 20 days. The first MD of JMHIDPCL was Manish Ranjan. However, after him, IAS Nancy Sahay took over on May 7, 2021, and was the MD till February 25, 2022.

After this, the post of MD remained vacant from February 26 to March 8. The next to hold the post was IAS Bhunesh Prasad Singh, who joined on March 9 and remained in the post till March 30, 2022. After Singh left, the post of MD was vacant from March 31 to April 8.

On 9 April, however, IAS Suraj Kumar was given the charge, who remained on the post till May 12, 2022. On 13 May 2022, IAS Mrityunjay Kumar Varnwal was made the MD of JMHIDPCL and is serving presently.

As per sources, the IAS officers of the state do not want to remain on the post of MD of JMHIDPCL. It is believed that this is so because the senior officers of the department are considered to be creating unnecessary interference in the work. In such a situation, if the MD does not accept their intervention, then they are changed.

The JMHIDPCL is responsible for making all kinds of purchases related to the health department in a quality manner, but the purchase in the state is done only by the Jharkhand Health Mission.

Notably, the JMHIDPCL is mandated to procure medicines, surgical accessories, medical equipment/instruments and insecticides for Government health care institutions for the Department of Health as well as to upgrade the existing functioning and procedures of the Department of Health, Medical Education and Family Welfare. It was formed as a public undertaking by the State Government under the Companies Act 1956.
